| ルーマニア地震災害軽減計画プロジェクト | JAPAN-ROMANIA TECHNICAL COOPERATION PROJECT ON THE REDUCTION OF SEISMIC RISK FOR BUILDINGS AND STRUCTURES |
平成14年10月1日より、国際協力事業団（JICA）による技術協力プロジェクト「地震災害軽減計画」が、ルーマニアにおいてスタートし、プロジェクトの実施機関となる「地震災害軽減センター(National Center for Seismic Risk Reduction)」がルーマニア公共事業交通住宅省に設置された。同年10月28日には地震災害軽減センターの開所式(movファイル[romania.mov 18MB])が催され、このプロジェクトの立ち上げのために長期専門家として派遣されていた斉藤大樹(現独立行政法人建築研究所上席研究員)、プロジェクト開始にあたって同年10月から派遣された長期専門家チーム（古川信雄[チーフアドバイザー/強震観測・土質試験技術]、三瓶昭彦[耐震補強・設計技術に係る技術指導]、東條勇雄[業務調整]）、ならびに来賓として独立行政法人建築研究所山内泰之理事長と国土交通省国土技術政策総合研究所上之薗隆志建築災害対策研究官が参加した。 本プロジェクトは、ルーマニアの建築物を対象とした耐震補強技術の開発、および同技術の構造技術者への普及、建築基準類の改訂案の作成等を行い、ルーマニア市民の耐震安全の確保に役立つことを目的とする。 プロジェクトの実施期間は2002年10月から2007年9月までの5年間を予定している。この間JICAを通じて長期専門家チームが常駐するほか、短期専門家の派遣、ルーマニアのカウンターパート研修員の受入、機材供与、等の技術協力が行われる。独立行政法人建築研究所は国土交通省国土技術政策総合研究所とともに、主たる協力機関としてプロジェクトに協力することとなっている。 |
Japan-Romania Technical Cooperation Project, "the Reduction of Seismic Risk for Buildings and Structures," by the Japan International Cooperation Agency (JICA) has started in Romania from 1st October 2002. The opening ceremony(movie clip[romania.mov 18MB]) of "the National Center for Seismic Risk Reduction," which implements the project under subordination to the Ministry of Public Works, Transports and Housing(MLPTL), was held on 28th October 2002 with attendance of Dr. Hiroyuki Yamanouch, Chief Executive of Building Research Institute and Dr. Takashi Kaminosono, Research Coordinator of National Institute for Land and Infrastructure Management. This project aims to improve seismic retrofitting techniques for Romanian buildings, disseminate those techniques to structural engineers and draft revision of construction regulations/codes, thus to contribute to the safety of Romanian citizens against earthquake. Term of the Project is scheduled to be five years from October 2002 to
September 2007. During this period, JICA dispatches long-term and short-term
experts, accepts Romanian engineers to the training in Japan and provides
equipment which is necessary for the technical cooperation. Building Research
Institute and National Institute for Land and Infrastructure Management
cooperate with JICA to conduct this project as the main cooperation organizations.
